ظرفیت اعمال خشونت گروه‌های سیاسی عراق و راهکارهای کنترل آن

چکیده

عراق پساصدام از مشکلات و مسائل امنیتی متعددی رنج می‌برد. این مشکلات، عراق را وارد بحران‌های ادواری نموده و ضمن افزایش شدید هزینه‌های انسانی، مادی و معنوی، مانع از قرارگرفتن این کشور در مسیر توسعه شده است. بر اساس نظریه «داگلاس نورث»، وجود مراکز متعدد قدرت در یک کشور و رقابت آنها بر سر دستیابی به منافع یا حداکثری ‏کردن منافع و ظرفیت اعمال خشونت آنها علیه یکدیگر، در روند توسعه اختلال ایجاد می‌کند. با بهره‌گیری از نظریه نورث، سؤال اصلی مقاله عبارت است از: «جریان‌های سیاسی عراقی به لحاظ اعمال خشونت دارای چه ظرفیتی هستند و راهکارهای کنترل خشونت در عراق کدامند؟» این مقاله برای پاسخ به سؤال تحقیق، از منابع کتابخانه‌ای برای جمع‌آوری داده‌ها و از روش توصیفی تحلیلی برای تحلیل یافته‌ها بهره ‌گرفته است. یافته‌های مقاله نشان می‌دهد «ظرفیت اعمال خشونت جریان‌ها و گروه‌های عراقی علیه یکدیگر» در فرایند «توزیع منافع» بالا بوده و مهمترین راهکار کنترل این ظرفیت که یکی از موانع اصلی توسعه به شمار می‌رود، عامل «داور» است. عامل «داور» می‌تواند با نظارت بر روند توزیع رانت (منافع)، تضمین‏ کننده روند باثبات توسعه در دوران گذار و فراهم‏ کننده شرایط برای قرارگرفتن عراق در آستانه تحول به سمت یک کشور توسعه ‏یافته بر اساس تعریف بومی از توسعه باشد.

According to the theory of “Douglas North”, the existence of multiple centers of power in a country and their competition for obtaining benefits or maximizing their benefits and their capacity to use violence against each other, disrupts the development process. Using North's theory, the main question of the article is: "What is the capacity of Iraqi political groups in terms of violence and what are the strategies to control violence in Iraq?" To answer the research question, this article used library resources to collect data and descriptive-analytical method to analyze the findings. The findings of the article show that "the capacity of Iraqi groups to use violence against each other" in the process of "distribution of benefits" is high, and the most important way to control this capacity, which is considered one of the main obstacles to development, is the "referee" factor. The "referee" factor can guarantee the stable process of development in the transition period and provide conditions for Iraq to be on the verge of becoming a developed country based on the local definition of development by monitoring the process of distributing benefits.
