This paper explores the issue by assuming that new strategic points for European Union are fluid and identified by the type of threats they pose, and that the European Union's neighborhood policy is the main tool to dominate and control these strategic points. The findings of the study show that the humanitarian issues such as the refugee crisis, illegal immigration and human trafficking, as well as European Union's dependence on Russian energy resources, have transformed certain areas on the southern Mediterranean and Black Sea coastlines into new strategic points in Europe. Also, in the future, given the rigidity of EU geostrategy in the south, strategic points will be increasingly within the European Union borders, on the Mediterranean coastlines. Furthermore, we analyze new strategic points within the EU borders by introducing a new geostrategic model of internalization. Regarding the EU instruments of control, the use of the Neighborhood Policy tool in the East and South to manage strategic areas as well as border points is on the Commission's agenda.  }, keywords = {Strategic Zones,European Union,Geostrategy,Human Geopolitics,Geopolitical Model}, title_fa = {نقاط جدید استراتژیک در در اروپا: تحولات و راهبردها}, abstract_fa = {این مقاله درصدد پاسخگویی به این سؤال است که با توجه به پویا بودن روند گسترش اتحادیه اروپا و تغییرات وسیع پس از سقوط کمونیسم در اروپای شرقی، چه نقاطی در اروپا مناطق استراتژیک جدید محسوب می‎شوند و ابزار اصلی اتحادیه اروپا برای تسلط بر این مناطق چیست؟ پژوهش با این فرضیه که نقاط جدید استراتژیک برای اتحادیه اروپا، سیال و بر اساس نوع تهدیدات مشخص می‎شوند و سیاست همسایگی ابزار اصلی اتحادیه برای تسلط بر این مناطق استراتژیک است، به بررسی موضوع پرداخته است. یافته‎های پژوهش نشان می‎دهد که مسائل انسانی همچون سیر پناهندگان، مهاجرین غیرقانونی و قاچاق انسان و همچنین استقلال انرژی اروپا از روسیه، مناطق خاصی در حاشیه جنوبی دریای مدیترانه و حاشیه دریای سیاه را به نقاط استراتژیک جدید در اروپا تبدیل کرده‎اند. همچنین، در آینده، با توجه‎ به صلبیت ژئواستراتژی اتحادیه اروپا در جنوب، نقاط استراتژیک بیش از پیش در درون اتحادیه اروپا، در حاشیه سواحل مدیترانه خواهند بود. در این میان، استفاده از ابزار سیاست همسایگی در شرق و جنوب برای مدیریت نقاط استراتژیک و مرزی در دستور کار کمیسیون اتحادیه اروپا  قرار گرفته است}, keywords_fa = {نقاط استراتژیک,اتحادیه اروپا,ژئواستراتژی,ژئوپلیتیک انسانی,مدل ژئوپلیتیک}, url = {https://quarterly.risstudies.org/article_110724.html}, eprint = {https://quarterly.risstudies.org/article_110724_318c9aa5589fb232272b3a3291ebc23b.pdf} }
