It seems that we can answer this question by critically rethinking the theoretical foundations of security policy according to global conditions, changes in the values ​​and political norms, changes in the nature of national threats and also changes in the nature of the "needs" and "wants" of the people in the era. In this article, which is done based on a descriptive-explanatory method and on a fundamental-theoretical research, the research using critical social-philosophical concepts, critical theory of international relations, critical theory of security, security and happiness plan, a conceptual regulation attempts to determine the requirements of the security determination policy in today's conditions. پرسش اساسی مقاله حاضر این است که سیاست‏گذاری امنیتی مبتنی بر «خوشبختی و شادکامی مردم» را چگونه می‌توان صورت‏بندی مفهومی- نظری کرد؟ به نظر می ‏رسد با بازاندیشی انتقادی در مبانی نظری سیاست‏گذاری امنیتی با توجه به شرایط جهانی، تحول در ارزش‌ها و هنجاری‌های سیاسی– زیستگانی، تغییر ماهیت تهدیدات ملی و همچنین تغییر در ماهیت «نیازها» و «خواسته‌ها»ی مردم در عصر شبکه‌ای‏ شدن مناسبات، می‌توان ایده سیاست‏گذاری امنیتی مبتنی بر شادکامی مردم را صورت‏بندی کرد. در این مقاله که به لحاظ روشی توصیفی– تبیینی و بر مبنای نوعی پژوهش بنیادی- نظری انجام گرفته است، تلاش شده با بهره‌گیری از مفاهیم نظریه فلسفی- اجتماعی انتقادی، نظریه انتقادی روابط بین‌الملل، نظریه انتقادی امنیت، امنیت انسانی و طرح شادکامی، چارچوبی مفهومی برای تعیین الزامات سیاست‏گذاری امنیتی در شرایط امروزی تشریح شود. مسئله‌ای که نقطه اصلی نوآوری و سهم پژوهشی این مقاله در حوزه سیاست‏گذاری امنیتی به حساب می‌آید. https://quarterly.risstudies.org/article_153623_55f0e0017a67cfc281a02dfffe9809f5.pdf
