Abstract:
Bioterrorism is a universal phenomenon. The importance of security threats of this kind of terrorism and its widespread and harmful effects that is created by abusing poisonous, bacterial and biological factors intend to kill or suffer humans, animals, and plants, result in the new attention to the notion of bioterrorism and providing the micro and micro legal– political solutions to combat it in the national and international levels. Because of this, the international instruments pay special attention to it and have made the countries provide legislations against it. Therefore, Iranian law in some micro- legal instruments such as fifth development program, imposing the duty of preparation a draft in combat of the bioterrorism to Ministry of Intelligence. In this way, the paper tries to evaluate the notion of bioterrorism and guiding approach to international instruments and Iranian criminal policy. The research is based on the data library and finally concludes that although Iranian penal policy in the light of international instruments’ criminal guiding approach, has taken positive steps toward the combat of bioterrorism, still there are some deficiencies in this policy.

An Assessment of Changes in Deterrence Policy of Lebanon's Hezbollah Against Zionist Regime

Abstract This article aims to analyze the components of the deterrence policy adopted by Lebanon's Hezbollah and explains how it has been influenced by the crisis in Syria. The researcher argues that the Syrian crisis has led to an increase in the tactical and operational capabilities of Hezbollah, which, coupled with its enhanced technological and military power, has enabled it to present a greater threat. This means that the group's policy has the three main elements of deterrence, namely the ability to pose a threat, credible threat and the conveyance of a deterrent message. Israel's refusal to wage a war against Hezbollah shows that the movement's deterrence strategy has been successful. However, Hezbollah, due to the asymmetric nature of its strategies and tactics, needs to increase its deterrence posture in the face of Israel. The research adopted an analytical descriptive method and a library-based approach was used to gather the data.

Abstract This article explores the factors that have led Germany to play a new and more serious security role in West Asia and looks at the threats and opportunities that such an approach presents for the Islamic Republic of Iran. For the purpose of this study, the authors have first examined Germany's foreign policy and the driving factors behind it and have then discussed the country's foreign policy in West Asia and the relevant determinants. The paper reviews Germany's security objectives in the region and the means to achieve them based on its macro policies such as its national security strategy in 2016. In the end, the implications of Berlin's role in West Asia for the Islamic Republic of Iran have been studied.

Abstract Enjoying the Mactour method, tho paper provides an illustration on the effect of strategies of different actors involved in the issue of terrorism in the West Asia region and their interactions. As the results show with decrease of financial and logistics support of Takfiri terrorism and strengthening the will to fight against terrorism, those groups are not capable to act in a situation that the actors are competing or not cooperating with each other. However, it's obvious that as long as the countries intend to abuse those groups and pursue their strategic goals and to push the terrorist groups against their own rivals, the crises will continue in the coming future.
