Abstract The intelligence system in the Islamic Republic of Iran since 1979 has had different evaluations for discourse, performance, structure, agency and capability. Intelligence in political systems is one of the strategic areas that should work without any problem. Developments and issues for the Iranian intelligence system in recent years have raised concerns about inefficiencies and gaps between intelligence agencies. The question of the present article is what is the gap between intelligence governance and the explanation of the syndrome and its status in the intelligence system of the Islamic Republic of Iran? The typology of the present article is descriptive based on the purpose, the research method of the article is case study, the method of data collection is through documents and questionnaires and the method of information analysis is Delphi

Abstract This article studies the role of legislature branch in creating security and recounting the causes and roots of inefficiency of parliaments in performing their securing functions and recognizes the necessary conditions for parliament to govern national security and how to achieve these conditions. In this regard, the role of the Islamic Consultative Assembly in good security governance in Iran will also be discussed. Parliaments need institutions such as free, fair and frequent elections, freedom of expression, alternative sources of information, independent organizations, and integrated citizenship to consolidate national security. Economic progress, the absence of a wide gap in economic and social inequalities, the existence of democratic cultural foundations (such as tolerance of dissent, consensus on the democratic method, etc.), non-preference of individual, ethnic and group interests over national interests and lack of foreign intervention are some tools for the continuity and proper functioning of parliament in order to strengthen national security. Until the aforementioned conditions and equipment are provided, no parliament, including the Islamic Consultative Assembly, will be able to perform its functions optimally in order to increase the national security coefficient.

Abstract The basic question of This article is what kind of problems or limitations are in the face of employment the efficient agents in different subject areas based on the second step of the Islamic Revolution statement? and how can reduce these limitations and preserve the discursive principles at the same time? To answer the question, using causal layer analysis methodology, efficient agent indexes in four levels of literal, contextual, discursive and metaphorical are analyzed with critical approach and by explaining the interconnected aberrations in layers, facilitator requirements at each level are extracted for the revolution second step.

Abstract The authors of this article maintain that the current territorial policy in Iran has resulted in a number of issues, including political and functional divisions, flawed mechanisms for coordination and cooperation between managers and officials, disregard for economic efficiency and effectiveness, legal ambiguity in the system of administrative divisions in the country, lack of public participation, and, most importantly, lack of a clear and well-crafted policy for making decisions about dividing or merging territories. In light of the above-mentioned issues, it can be said that the merger of territories could contribute positively to some territorial divisions in Iran if it is carried out in a well-planned manner, some authority is delegated to local bodies, fewer political consultations are made, and the influence of unofficial factors becomes less strong.

Abstract  
This article studies four sets of variables in the fields of "demography" (population rate, percentage of urban population, unemployment rate), "policy making" (volume of resources and oil production, GDP, the country's ranking in human development indexes), "social services" (average age of students and duration of education, share of health in GDP, Internet access), and "economic situation" (economic freedom). It intends to compare these variables in the Islamic Republic of Iran with those in two regions with similar civilizations and cultures, including countries in Central Asia and Southwest Asia. The findings of this study, which are based on international reports, show that the approach to social justice plays a considerable and decisive role in determining the efficiency or inefficiency of the political system in the Islamic Republic of Iran.

Abstract Judicial efficiency have both spiritual and material aspects. The spiritual aspect concerns the prevailing sense of justice and the widely held belief that the judicial system holds everyone accountable for their behavior and decisions. This requires that the Judiciary acts independently, impartially, and based on law. From the material perspective, judicial efficiency is determined by the competence of the majority of judges who are not in a hierarchy and address issues and disagreements based on their knowledge, expertise, great skills, and their own discretion.

Abstract In order to serve citizen rights, the police as the main responsible organization to maintain domestic security have to carry out some jobs which, right or wrong, are called interference in freedom, security or other citizen rights.To solve this problem which actually demonstrates a conflict of functions, a deeply surveyed and targeted training of citizen rights is needed. Therefore, the police efficiency is subject to training citizen rights to its personnel and other citizens too. Training and enlightening public opinion about citizen rights and the way to secure it can take away some misunderstandings in this regard. Training the police about citizen rights also can lead its personnel not to interfere in the rights of citizens, even if they are the accused or criminals. Therefore, the police efficiency in securing citizen rights will be increased.
