Abstract  
The paper aims at studying level of development of the Iranian provinces in 2011 and consequently analyzing its co-relationship with geographical potentials of the provinces taking into account factors like health, education, culture, economy, housing and other infrastructures.  As the findings of the papers indicate there is an uneven co-relationship between geographical potentials and level of development of the Iranian provinces. For instances, provinces like Yazd, Semnan and Kerman, with low level of potentials, enjoy 6.1, 1.5 and 1.48 co-relationship of development respectively and so have second, third and fourth level of development.  Therefore, one can conclude that due to wrong employment, the geographical potentials play little role in development of the regions, thus proving a weak co-relationship between them.

Abstract  
Distribution quality and spatial regulation of the population play an important role in sustainable development of the regions, meeting the needs, better services and national safety and security.  The paper discusses the issue of spatial regulation of the population in the Iranian cities as well as the distribution of the population in the Iranian southern coastal cities. In this context, urbanization and polarization of the population is the main feature of population deployment in the said areas. Except Bushehr province, uneven deployment of population is an evident phenomenon. Therefore, a desirable planning as well as moving towards even distribution of the population especially in the Oman Sea coast, west Hormozgan and east Bushehr is an urgent necessity.

Abstract The paper considers the relationship between nation-building strategies and uneven regional development in Iran during Pahlavi’s era and the Islamic Republic of Iran and raises the question of effects of their strategies of nation-building on regional imbalances witnessed in Iran. And its main hypothesis is as follows: in spite of different results of the strategies of nation-building in the two eras, both of them have led, to some extent, to regional uneven development. The findings of this paper have been illustrated through causal explanation and they indicate that among different elements of strategies of nation-building, some common factors like political and economic decentralization, and top-down reforms have been followed in the both eras and they have been creating uneven development in Iran.

Cultural equality or justice is one of important, however neglected, areas of regional inequality. Therefore, aiming at identification and promotion of cultural justice in Iran, the paper attempts to illustrate the issue through the social and political theories and in this way it considers the main documents and different theories. The authors intend to introduce a couple of indicators for studying cultural justice in Iran and the methodology of the paper is mixed of documentation, Delphi and questionnaire methodologies.

Abstract Based on the findings of the paper, continuous uneven development in Iran has led to problems as follows: continuation of migration from less developed regions to developed regions, inequality in population density, growing density of the population in developed regions, rising of marginalization around metropolitans, increasing risks for biosphere centers and tensions in utilization of the resources. These problems, in the medium and long term can lead to threat of social solidarity and cohesion, fragile national economy and political divergence which pose a threat against national security.
