Introduction:
The diverse and numerous issues concerning women in the Islamic Republic of Iran lack a singular characteristic and vary in their significance. For this, policy-makers cannot address all these issues simultaneously. Hence, effective decision-making necessitates a comprehensive understanding of these and their appropriate prioritization. This study aims to identify and categorize these issues based on their impact and relevance, thereby aiding policy-makers in their decision-making process. The key questions we seek to answer are: What are the current critical issues concerning women? What challenges does the decision-making structure encounter in the realm of women’s issues? How do these issues interrelate? Which of these issues should be the primary focus and priority for decision-makers and politicians?
In scrutinizing these issues, prioritizing governance frameworks and policy-making necessities is crucial. However, the perspectives and attitudes of women towards their social, political, legal, and economic world - their current demands - are equally central. Essentially, women’s issues are characterized by their emergence from the interaction between political system and society. The persistence of these issues could pose challenges for governance.
Methodology
This study employs a methodology that includes gathering expert opinions through surveys, brainstorming sessions, and elite meetings. These insights are then processed using MicMac software to measure the indirect effects of the components on each other, thereby determining the position and priority of each strategic issue within the Islamic Republic of Iran. To address the research questions, the study is structured into five sections, in addition to the introduction. These sections include an examination of strategic issues in the women's field; ranking of women's issues; issue analysis; cause chain analysis; and strategic recommendations.
Discussion and Results
The primary focus of policy-makers should be on transforming four key components: lateness of religious jurisprudence (ijtihad), the crisis of political representation, securitization, and politicization. Without progress in these four areas, significant development in other issues is far-fetched. The common thread linking these four challenges is the lack of a genuine and accurate understanding of social changes in the realm of women. Precise and authentic knowledge, facilitated by intellectual elites, is the government's first necessary step toward addressing these issues. These elites can equip policy-makers with a comprehensive and inclusive perspective on Iran's social changes concerning women.
The “insufficiency of domestic authorities to address women’s issues” in comparison to foreign ones, and “the opposition’s exploitation of the government’s neglect of women’s demands” are two dependent variables. These variables are influenced by all factors but have minimal impact on them. To address these issues, policy-makers should concentrate on key determinants and reinforcing factors. These include “the gap between women’s formal and informal lifestyles” and “neglect of women’s emerging demands.” Identifying an effective solution to these two issues could significantly enhance governance efficiency in relation to women and mitigate costly repercussions. Abandoning the “marginalization” approach and adopting policies that acknowledge and respect diverse preferences is the fundamental basis of policy-making in this field.
While identifying all aspects of women’s informal lifestyle may challenge certain facets of the Iranian-Islamic identity desired by the state, articulating the current situation and future outlook necessitates flexibility to surmount serious challenges and threats. Indeed, the state should treat this issue with utmost seriousness to prevent civil disobedience from becoming a societal conflict with itself. In other words, policies that could potentially transform women’s lifestyles into a battleground against the political system should be avoided.
It's worth noting that employing harsh methods to address this issue could potentially amplify its scope and depth, fostering growing empathy with manifestations of disobedience and ultimately leading to a decline in domestic authority. Demonstrating pliability towards some of the women's demands and acknowledging certain aspects of their lifestyle does not conflict with the values of the political system. Rather, it is a necessary action, which can help prevent certain outcomes that could disrupt social order.
For instance, objections to granting motorcycle licenses to women may drive them to obtain international licenses, which are also recognized by Iranian courts. Ultimately, this means that policy-makers have to accommodate a demand related to the informal lifestyle. This situation sets a precedent where people realize that their demands will only be met through coercion and civil disobedience; a model that could have costly implications for the political system.
Another aspect that policy-makers are compelled to consider and effect changes in, pertains to regulatory issues that serve a moderating role. Given that most regulatory issues are agent-oriented, policy-makers encounter fewer constraints in managing and controlling these issues compared to structural ones. In this context, the political system can make proper changes in these types of problems with measures that are not overly long-term or structural.
In this study, “Policies conflicting with women's sense of discretion and dignity” have been identified as a regulatory component. This issue pertains to policies that, whether at the advertising and announcement stage or the implementation stage, wrongly target women. To mitigate the impact of this problem and address its consequences, policy-makers should reassess some of these policies and pursue the intended objectives through alternative approaches.
 
Conclusion
In general, the study’s findings highlight the following as key factors impacting women’s issues:
 
Neglect of women’s social developments in religious jurisprudence (ijtihad);
Crisis of political representation and the predominantly masculine structure of decision-making and policy-making;
Perceiving women’s demands as a threat and securitizing those; and
Politicization of women’s issues and incorrect prioritization of their concerns.

Abstract The main topic of the article is to examine the relationship between national security governance and foreign policy and how they affect each other's formation. To examine this relationship and their influence on each-other, four fundamental questions of national security governance and four missions of foreign policy have been described. The findings of the research show that the political system plays an essential role in the formation of both variables, and within them, national security governance system and foreign policy strengthen and develop each other. They are organized in the form of a spectrum from authoritarian systems to cooperative systems. Each of the political systems to the degree of closeness to the authoritarian or cooperative system form a specific type of national security governance system and foreign policy, which are completely different from each other. Cooperative systems have a broad definition of survival and seek the liberation of human beings, and despite the variety of security threats, they have limited and bottom-up security issues that are formed by persuading citizens. To solve these issues, the government is looking for a transition from “government” to “governance”. Such a system pursues a cooperative foreign policy in the international community and while providing maximum support for the security of citizens, it also pays considerable attention to the security of other human beings.

Abstract Based on the scientific principles of planning and strategic studies, designing broad headings of issues facing governments is not only not helpful, but may also lead to confusion in decision-making and the loss of the country's scarce resources in allocation and action. In this research, using the opinions of different experts and using MICMAC software and measuring the interaction of these issues with each other, an attempt has been made to prioritize the issues from the perspective of a specific position of influence and influence and a way for decision makers to prioritize and make decisions. Abstract

Abstract

During this present decade, the concept of "fragile states" has become very important in the international politics. Abstract There are various ways and tools for providing security which are affected by three types of power: military, economic, and attraction. Soft security is a kind of security that can be created through attraction power in the society. The basic research question is that which factors have been effective in the emergence of this tendency among governments.   To answer this question, the concepts of power, soft and hard security, and intellectual principles of soft security are briefly described here. In the next sections, factors affecting soft security in international and domestic levels are expressed. Among these factors, undermining the realism paradigm in politics, security concept transformation and its developing domain, globalization and its consequences on security, development of democratic values and systems in the world, development of new social movements, characteristics and advantages of soft security, expectation revolution and accountable governments, and the fundamental characteristics of Islamic Republic of Iran that is more compatible with soft security than hard security or hard power, are more prominent.

Abstract The main task of the government is serving security. The security challenge is either by other states which is called threat to national security or by domestic groups and individuals against each other which is demonstrated with weakening the government and disappearing social order. The government has the supreme power and in order to serve security and to project sovereignty, it creates some instruments and organizations which military and police force is the foremost one. In order to serve security and order within the society, the police establish an organization and based on its own threat perception, it adopts some strategies and tactics to reach the above goal. Needs to mention that although the police is static, however, the security environment, instruments and threats are dynamic. During the last two decades, one of the effective elements in this dynamism has been globalization. The effective mechanisms of globalization in respect to the police tasks and strategies are studied in the current paper.

Abstract Analysis of foreign policy in the international arena is a principal issue for Political Science as well as International Relations and so far many views and analyses have been provided in this area. While, during the early phases, Realism was the dominant approach in analysis of foreign policy, in the aftermath of the revolution in behavioral sciences, three new views, including, decision making process, comparative foreign policy and psychological environment were created. However, with the development of Post-Positivism in the field of Social Science three other new approaches are produced which are: Institutional Approach, Sociological Approach, and Culture and Identity Approach. Therefore, while considering these approaches, in order to provide a new analysis on International Relations, the author of this paper attempts to build a link between these new approaches.

Abstract and research fellow at the USA Study Group, the Center for Strategic Studies   Realizing security is the main task of a nation-state and is the most important issue which is addressed by International Relations researchers. However, it is a very complicated, contradictory concept and mostly dependent on the approaches and theories which those researchers are using.  So far, many different theories have been raised for description, explanation and prediction of security issues. The author attempts to illustrate developments in the concept of Security through the prism of developments in theories of security. Theories of Realism, Liberalism, Copenhagen School, Constructivism and also Normative theory are prominent theories which by raising different pre- assumptions and frameworks on national and international security have produced new horizons on security studies; they have raised different views on the main questions of security including reference, agent, aspects and means of realizing security. The topic of the present paper is surveying developments of the concept of security through prism of the above-mentioned theories.

Given that America's oil imports from persian gulf region only includes 11/2% of total oil imports of this country from the world and united states have strategic relations with most of states of the region and there have been created profound and continuous relationships between them, this question arise that what is the main cause of this concerns and policy – making in order to have further control on the oil rich region of persian gulf?In this article, references have been made on the international aims and Justifications of America in adopthing such policy towards persian gulf region and its consequences for this country and other international and regional actors have been evaluated.
