Abstract Ph. D Candidate of Private Law at theUniversityofTehran   The article 139 of the Constitution of the I. R. of Iran the aim of which is protecting the public and governmental properties, has envisaged rules to realize this end in case of a legal dispute. However, some of domestic as well as foreign investors believe that the aim of this article is incompatible with the principal of swiftness at trade issues, because, capital absorbing and other types of trade are among indispensable needs of economic advancement. Therefore, linking between the above two expediencies, i.e. protecting public and governmental properties and swiftness at trade and absorbing of capital is very important. To coupe with this challenge, it would be better to find capacities of this article due to legislation and legal analysis based on national expedience.

Abstract With the abolition of classic revolutions and in the mean time commencement of the new century, we witness surfacing and triumph of the so called "Colored Revolutions".  This paper while recognizing common and general features of the societies faced Colored Revolution, and paying attention to Yugoslavian example, as a case study, analyzes the possibility and impossibility of occurrence of such a phenomenon at the Iranian society. Therefore, the author considers the political structure of the system of the Islamic Republic of Iran and ways of its functioning at the social environment as well as means of social action at the Iranian society.  Based on the assumption of the author, due to existence of circumstances at the society and political system, happening of some social movements aiming at regime change in the Islamic Republic of Iran through Colored Revolution it would be possible. However, due to some obstacles in the political system and the society, triumph of such a revolution and realization of its aims would be impossible.

In this way, the role ofIsraelas an apprehensive variable is very important, because, neither the Islamic Republic of Iran is ready to acceptIsraelas an actor in the region, nor theUScan be indifferent towards the threats and pressures ofIranagainst its long life ally,Israel. It is specially the case due to the Jewish society in theUSas the main important lobby group in the country which is completely effective on decision making in the field of foreign policy including the US Middle East policy. Nowadays, theUSaccusations againstIran, including preventing the peace process in the Middle East, acquiring weapons of mass destruction, harboring terrorism and breach of human rights and democracy are strongly linked with security ofIsrael.  Therefore, although a limited cooperation betweenIranand theUSis possible at the tactical level, but as long as the current interaction between theUSandIsraelgoes on, normalization of theIran–USrelations would be impossible.

Abstract Comparative studies approach has a significant place in many branches of Social Sciences. Furthermore, employing this approach in political studies has an effective role in the correct comprehension as well as explanation of political issues. However, due to their deductive or generalist feature, the well known theories of comparative politics have not been able to contain accurate feature together with comprehensiveness. These theories, at both paradigms of positivism and determinism, which encompass theories of System, Culture, Development, Class and Political Economy, have not been able to establish an accurate and comprehensive framework according to which comparing political issues would be possible. While discussing and criticizing the anthological, epistemological and methodological foundations, this paper discusses the Security System as an alternative framework to study comparative politics as well as its theoretical and conceptual elements.

Abstract Models of studies of politics are conceptual models which can be used in analysis of Public Policy. This paper focuses on analysis of Public Policy through the prism of institutional, process, group, elites, rational, game theories, public choice and systems. This paper shows whether each model and theory provides rather practical possibilities for the officials or they are useful instruments for analysts of social problems. This discussion also shows which of them can assist us in understanding of various activities involving in Public Policy and which one is appropriate for evaluation and criticism of the process of policy making. Finally, the author offers some general criteria which can be constructive in recognizing efficacy of these concepts and models as well as their evaluation through framework of Public Policy.

Abstract The main purpose of this paper is to explain the development in role of state and non-state actors from the viewpoint of International law as well as theories of International Relations. As a tradition, in any discussion on international politics, all attention naturally is drawn to the role of State; however, the concept of trans-nationalism emphasizes on relations beyond relations among states and rather focuses on relations among non-state actors too. Non-state actors are functioning on a variety of issues, and even without the consent of states, they intervene in their domestic affairs. After explanation of the impact of the end of the Cold War and also the process of globalization on international relations, in this paper, the author considers development of the role of state and non-state actors from the viewpoint of International law as well as theories of International Relations.
