جایگاه هوش مصنوعی در دیپلماسی؛ ملاحظاتی برای جمهوری اسلامی ایران

چکیده

هوش مصنوعی در حال تبدیل ‏شدن به یکی از ابعاد جدید قدرت است. این موضوع می‌‌تواند به ساختار مرکز- پیرامونی نظام بین‏ الملل که ناشی از شکاف تکنولوژیکی است، عمق بیشتری ببخشد. هرچند این تکنولوژی نوظهور در مقطع کنونی بیشتر در حوزه پزشکی، کشاورزی، صنعت و اقتصاد مورد استفاده قرار گرفته، اما بی ‏شک صحنه عملیاتی آن به زودی به عرصه دیپلماسی و سیاست خارجی کشورها نیز گسترش می‌یابد. پژوهش حاضر در صدد پاسخ‌گویی به این سؤال اساسی برآمده است که «با توجه به توسعه نقش هوش مصنوعی در عرصه‌های مختلف، این پدیده چه تأثیری بر دیپلماسی دارد؟». دستاوردهای این پژوهش که با استفاده از روش توصیفی- تحلیلی به نگارش درآمده، حاکی از آن است که هوش مصنوعی به عنوان عامل شکل‏ دهنده به محیط دیپلماسی، پتانسیل تغییر بنیادین نظم و سلسله‏ مراتب قدرت بین‏ المللی را دارد. این امر امنیت و منافع ملی جمهوری اسلامی ایران را تهدید می‏ کند و تنها راه مقابله کنش‌مند این است که ایران در فرایند قانونمندکردن و هنجارسازی برای هوش مصنوعی حضور داشته باشد و فناوری هوش مصنوعی را به عنوان موضوع و ابزار دیپلماتیک مورد توجه قرار دهد.

Considerations for the Islamic Republic of Iran

چکیده English

Artificial intelligence is becoming one of the new dimensions of power. This issue can give more depth to the center-periphery structure of the international system, which is caused by the technological gap. Although this emerging technology is currently used mostly in the field of medicine, agriculture, industry and economy, but its operational scene will soon be expanded to the field of diplomacy and foreign policy of countries. The current research aims to answer this main question: "What effect can artificial intelligence have on the position of the Islamic Republic of Iran in the field of diplomacy?" The results of this research, by using the descriptive-analytical method, indicate that artificial intelligence, as a shaping factor in the diplomatic environment, has the potential to fundamentally change the order and hierarchy of international power. This may threatens the security and national interests of the Islamic Republic of Iran, and the only way to deal with it proactively, is to be present in the process of legalizing and standardizing artificial intelligence and to pay attention to artificial intelligence technology as a diplomatic issue and tool.
