روابط سیاسی ـ نظامی و ثبات رژیم های عربی در منطقه

چکیده

پرسش از علت استمرار حاکمیت در بعضی از کشورهای عربی منطقه، محور اصلی نوشتار حاضر را تشکیل می دهد. علت این امر نیز آن است که در بسیاری از این کشورها، استانداردهای سیاست دموکراتیک وجود ندارد با این حال رژیم های حاکم توانسته اند به حیات خود استمرار بخشند. فرضیه اصلی مؤلف آن است که، توازن سیاسی ـ نظامی، هسته اصلی سیاست این رژیم ها را شکل می دهد. به عبارت دیگر، ثبات رهبری در این کشورها را باید وامدار قابلیت بالای نظامی آنها دانست. نویسنده در مقاله حاضر به بررسی و ارزیابی ریشه ها و لوازم ثبات و رهبری در رژیم های عرب ـ به ویژه، مصر، اردن و سوریه ـ پرداخته و فرضیه خود را به آزمون گذارده است. تاریخ تحلیلی کشورهای پیش گفته، حکایت از آن دارد که ثبات موجود از جنس نظامی موجود از این حیث ضمن ظاهری فریبنده، در باطن شکننده و غیر قابل اتکاء ـ آن هم در عصر حاضرـ می باشد. از این دیدگاه، بحران جانشینی خطری جدی برای این کشورها به شمار می آید و درک این موضوع برای کشوری چون ایران که در منطقه ای حضور  دارد که از ارتباطی وثیق و جدی با کشورهای عربی برخوردار است، هم مهم و هم از حیث امنیتی، ارزشمند می نماید.
